Wherever there is paper, there is paperwork- and wherever there is paperwork, there are bureaucrats. Percival Milque is a master bureaucrat, and the mechanisms of government are his playground- metaphorically speaking, of course (even as a boy, little Percy Milque found playgrounds and play in general to be distastefully “messy”). Percival is remarkably average in appearance, and favors conservative attire in muted shades of gray and somber black. His thinning, mousy brown hair is always worn neatly cropped, and his wispy beard is always fastidiously trimmed. He wears sensible wire-rimmed spectacles, if for no other reason to peer over their rims at those he’s talking to.
Percival considers himself a vital part of the ruling class. Though he is no courtier or noble, he performs one of those thankless (in his humble opinion) jobs that keeps the machinery of civilization working smoothly. Only through his long-suffering diligence does anything get done at all.
